Some stories sound pretty good as anecdotes or they're interesting yarns you tell to (or hear from) a friend in a bar or phone conversation. But they might not be all that cinematic.
Whether you want to write a short film or a full-length, make sure it's a story that can be told through film.
If your idea is about two old men sharing a room in a nursing home and one of them is half asleep most of the time and the other guy just talks to him it might not be all that cinematic. Maybe it's just a two character play. Can you film a two character play? Sure. You can point the camera at each guy and have reaction shots and do coverage of objects and have a nurse walk in.
But maybe it's really just a play. You have a camera.
